Ok i finally was able to build coreboot based on last @walterav build.
So what i discover when i plug ps2 keyboard (i enable the initialization from my build) from moment i turn on power supply the keyboard 3 led blink same time.
Another think i see from my build is that when i try to remove the one dimm memory slot system start and is like trying to boot fan spin for long time and then shut down , next try i power on and power off from power supply then next try is just alot short spin of the fans , then i add memory on second dimm slot and system after starting is spining the fan alot longer this time like is trying to initialize the memory.
Here is my seabios build with ME just for testing i`m really suspecting is something from memory.
This rom is directly for flashing:

@david can confirm that coreboot does better than OEM firmware on Pro BTC+ if only 1 single 2666MHz dimm is inserted it will still post with skylake i3-6100 and kabylake xeon e3-1270v6. I don't have faster RAM to test.
Also read your progress on PS2 keyboard led, does the 3 LEDs still light up if you build without nct6776 support? As in remove it from Kconfig, devicetree.cb and bootblock/earlyinit? Don't forget a `make menuconfig` if you edited Kconfig.

I tried to flash bios only internal, and full flashrom external with your rom, but same same, no response.

Today i will try to enable this usb debug cos rev.3.0 do not have serial port and will dig how i can enable this in coreboot cos last time i not saw this setting maybe i need to add in ".config" file in order to get on make menuconig ? and i need to add pi modules to be able to capture this output and at least we gona see what make the problem of not booting.

Update on my second attempt to build i got board to not shutdown!
now i can turn on and off just by holding the power button but still nothing on the screen yet and cos i build with seabios i need not ufi OS to test with
) so will try just to restore one ubuntu 22.04 iso so it need to boot from sata even on blind video card if is working
))
I`m suspecting is really the memory this time someone with slow memory to test!

same, I tried your rom, and every rom I build, I get the same.
Must be something I am missing,

Is not same this rom do not shutdown it keep speeding the fans and if you hold power button it will shutdown by itself and again you can turn on by power button other roms we tryed system auto shutdown after some time this one is not like this.
Also if i put 9600k cpu system act totaly in difrent way it auto shutdown 1 second after i press power button on the mainboard.
and i put back my kabylake cpu it start and keep speeding the fans do not shutdown.

yes you are right, so with your rom it does stay on, and I can turn off and on at power the same as you. With my rom now it turns off, then turns on then stays on with intermittent fan turns on the gpu.
I included cpu microcode, seabios and tried just internal flashing of bios and external full flashing with the same result.
one more thing, with 1 DIMM in slot 1, in does not turn on, but 1 DIMM in slot 2 it does, and it turns on with both DIMMS (2x16GB).
I will order a FTDI FT2232H Mini Module and will know output soon.

This is my latest build, for me it boots, reboots, stays on, USB gives power. Responds to power on/off and seems sit in a good state (no fans blaring etc) perhaps it will work with igpu or another RAM?

Haven't uploaded yet a REV3 whole coreboot image since I would like to have the "data.vbt" first, which can only be dumped from a running REV3 with a active iGPU.
I tested your corporate ME and it did the trick for me it fixed restart and cold boot problem on 9600k.!
